Rationale
The course of a former highway which has been abandoned and the previous surface is removed or so grown over so it is no longer visible.
However, some signs of the previous road still remain visible in the landscape.
Basically similar to railway=abandoned, just in this case it is highway that was removed and got disused, not railway
Same as in railway=abandoned: Designation not to be used if the feature has been turned into another use, eg cycleway.
