Proposal

Chain bays are located near snowfields and areas where roads are covered in snow during the winter. A chain bay is a flat surface on the side of the road where vehicles can pull over and fit or remove snow chains to their wheels. Sometimes fitting of snow chains is mandatory as directed by an authorised officer, and a vehicle will not be permitted to proceed past a chain bay unless snow chains are fitted.

Rationale

Chain bays have previously been tagged as amenity=parking in the past, but they're not designed for parking vehicles. Chain bays are for people to pull out of the main thoroughfare to stand their vehicle, fit snow chains to wheels, and continue their journey. Chain bays are used in New South Wales and Victorian alpine regions, Australia, and might also be used in other countries.
