Used principally on areas and occasionally relations that describe complex areas.
Rationale
This tag allows the renderer to highlight non-military areas of government land used for public works. These works typically include sewage-treatment plants, waterworks, highway maintenance yards, research centers, and other facilities. This tag applies to most areas of government land not open to the public.
Currently, many of these facilities receive a landuse tag of commercial or industrial. The industrial tag should identify the area with the private-sector economic engine of the community (typically things like petroleum refineries, factories, and grain elevators). A community produces water for its own population; it does not exist to produce water.
The commercial tag applies to private-sector professional offices, financial-sector facilities, hairdressers, restaurants, and other places where people exchange money for services. Government offices probably should get a different landuse tag to cover the lawns and parking lots around the county courthouse, city hall, public library, and other government offices, but we reasonably can use leisure=park today. That dodge doesn't work for the sewage plant, which usually restricts public access.
The proposed tag is short, logical, and descriptive enough to need little explanation. It causes little confusion with different tags. I'm not sure of any British equivalent.
Tagging
- Elements tagged: usually areas and rarely relations. The latter applies principally to very large and complex areas, associated with discontinuous facilities or sometimes with enormous federal facilities.

- Additional tags used in combination may include barrier=fence, amenity=parking, man_made=wastewater_plant, and man_made=water_plant
- Other tags should be used instead if the facility is on military base or not government-owned (e.g., a private water-treatment facility as part of a petrochemical plant).

Rendering
Suggested rendering: a dark, brownish green that looks distinct from brownfields, parks, and industrial/commercial areas.
