Alexandria is a city in Virginia at latitude 38°48′54.36″ North, longitude 77°05′26.88″ West.
$100 DVD is available for purchase but there's USER AGREEMENT which states:
"6. The digital maps provided by the City shall remain the property of the City, which shall retain all rights commensurate with ownership, including the right to sell, release, license, use or provide the digital maps to others as it deems appropriate in its sole discretion."
and
"7. The digial maps proficed by the City are deemed and remain hereafter proprietary information of the City, shall not be provided or assigned to other parties, without the written consent of the City, and are afforded the full protection of copyright law."
2009-Jul-24 brian_252 sent an email to introduce them to OpenStreetMap. I asked if the Agreement was compatible with the Creative Commons license and if they would grant a special license.

Good afternoon Brian,
My name is Michael Smith. I am the GIS database manager for Alexandria. The City of Alexandria's GIS data agreement is quite robust and will allow you to redistribute the data basically on two provisions:
1. You can not profit from redistribution
2. You accept the data "as is" and Alexandria cannot be held liable for any of the contents on the DVD.
Other than that, you may use the data as you wish. There is not a need for special license. If you have any additional questions or concerns please contact me and I'll try to answer them or put you in touch our GIS Division Chief.

Sent another email, making sure they understand we intend to redistribute the data and to ask if they agree to the CC-SA license. Also mentioned that we're getting DC data.
