Dear Mr Cleary
Re: Acknowledge and attribute spatial data developed by Land and Property Information
Thank you for your correspondence, dated 25 September 2015, regarding your request for an attribution statement to acknowledge use of Land and Property Information's data on OpenStreetMap.
Land and Property Information (LPI) release a variety of data sets under the Creative Commons Attribution 3.0 Australian licence (CC BY 3.0 AU). This licence allows users to share and adapt content provided the source is appropriately acknowledged.
I am of the view that an acknowledgement on the "Contributors" page of OpenStreetMap is sufficient to acknowledge LPI as the data source. Please use the following attribution:
- New South Wales Government data
- Contains data from New South Wales Government public information datasets. The original datasets are available from Land and Property Information under Creative Commons Attribution 3.0 Australia Licence. Where specific licence terms (such as Creative Commons) are applied to datasets, those licence terms shall prevail over any inconsistent provisions in this statement. We have also been given explicit permission to incorporate and publish such CC-BY licensed geographic coordinate datasets under free and open licence, provided that primary attribution is made here and that each dataset used is also listed here in the format Dataset Name, Date Published, License, Publishing Organisation Name, originally retrieved from Land and Property Information.

To ensure consumers are informed of the currency and accuracy of data, LPI asks that the date of extraction be marked in red.
Thank you for bringing this matter to my attention. If you would like more information, please contact Diana Stewart, Manager Industry Engagement & Contracting: Diana.Stewart@lpi.nsw.gov.au
Yours sincerely

In a follow up email clarifying some of the points, we received the following reply full email here:
The Creative Commons Attribution licences refers to reasonable attribution. Unless a downstream users of OpenStreetMap can clearly identify LPI data within their own derivative work it would not be reasonable for them to attribute LPI.
Acknowledgement on the "Contributors" page of OpenStreetMap (https://wiki.openstreetmap.org/wiki/Contributors#Australia) is acceptable means of attributing LPI as the data source. The following attribution statement will suffice:
New South Wales Government data

We have been given explicit permission to incorporate and publish such CC-BY licensed geographic coordinate datasets under a free and open licence, provided that primary attribution is made here and that each dataset used is also listed here in the format Dataset Name, Date Published, License, Publishing Organisation Name, originally retrieved from Land and Property Information.
