merge name:fiu-vro with name:vro

Proposal	merge name:fiu-vro (and associated tags : alt_name:fiu-vro, etc) with name:vro (same meaning, but matching the ISO standard)
Rationale	Reasons are : name:fiu-vro doesn't match the names guideline (fiu-vro is no ISO code for Võro language) name:fiu-vro was introduced 10 years ago during a mass import of names from wikipedia. At that time, there was no ISO code for vro. No new fiu-vro tags after that in OSM. name:fiu-vro is used only for country/town names (not for POIs, etc) name:vro is standard tagging for local mappers: all tags in the Võro area are using name:vro no other kindred Finno-Ugric language has such a name:fiu-xxx tag. Only Cyprus has at the same time name:fiu-vro and name:vro (but with the same value), so there is no counter-indication. More details on the Estonian community forum discussion (link below).
Frequency	Once only, there shouldn't be any new fiu-vro.
