INSPIRE is the short name for the European Commission directive on Infrastructure for Spatial Information in the European Community (now the European Union) often referred to as "open geodata"; the INSPIRE program is also open to member countries of the European Economic Area and other volunteer countries in Europe (http://inspire.ec.europa.eu/INSPIRE-in-your-Country). But just how open will it be?
