Import/Catalogue/Morris County Building Import
This project is an import of the building dataset provided by Morris County GIS which is a shapefile covering the entire county. The import is complete, having begun December 22, 2021 and having ended February 6, 2022.
Goals
Add buildings to Morris County, New Jersey, where it is possible to do so with good quality.
The towns imported are listed below:
Boonton Town
Butler
Hanover
(Northern) Jefferson Township
Montville
Morris Plains
Morris Twp
Mount Olive
Mountain Lakes
Netcong
Parsippany
Rockaway Borough
Rockaway Twp
and represent an estimated 219,000 out of 492,000 people. The other towns are deemed impossible to import on account of the data quality.

Background
Morris County is a suburban county in Northern New Jersey, with about 500,000 residents. Currently there is some building data present, but there is much work left to do.

Import Type
This is a gradual import. The dataset will be imported through a series of changesets over a period of months.
Data Preparation
The data will be manually reviewed and corrected using JOSM before it is uploaded.
Data Reduction & Simplification
Data that cannot be validated with imagery or that is not of good quality will be deleted before it is uploaded.
Tagging Plans
The source data is presented as a shapefile.
This shapefile consists of a collection of ways that represent each house. It will be divided into towns and converted to OSM XML using ogr2osm.
The tags that will be used in the final upload are building and source.
The tags will be as follows:
- building will be the default tag (building=yes).
- source will refer to Morris County GIS.

Data Merge Workflow
Conflation will be resolved manually using JOSM, because there are few buildings present in most towns. All existing building details will be preserved.

Workflow
Step by step instructions:
- Download the data file from Morris County GIS
- Use ArcGIS to isolate data for a particular municipality.
- Run ogr2osm on the shapefile to convert it into OSM data.
- Open this file in JOSM
- Download the proper area
- Manually resolve conflation and poor quality building details.
- Run JOSM validator and solve related issues
- Upload the changeset in OSM
In case of any problem with the import the changeset will be reverted using the JOSM reverter plugin.
