This key was not documented, but it seems to be used together with tourism=museum to specify the type of museum with regard to the operator, scope and level.
This tag is not used frequently, the established tag operator:type=* has double the use (in combination with tourism=museum as of 2/2022), and should probably be preferred for values which represent the operator type such as private or public. The values for the scope/level like national (which are the most commonly used according to taginfo) are still only covered by this key.
According to the most popular values it seems that this tag was prevalently used to document the type of entity running the museum.
