This tag is to tell if a point of interest along the side of a road, such as fire hydrant, street light, bus shelter, utility pole, etc. is between the road and the sidewalk, or away from the sidewalk.

Interpretation

This tag was primarily used in Toronto area.

I (Jarek Piórkowski (talk)) didn't find those values and explanations particularly clear. My interpretation of these values, from having seen objects tagged with them, is:

This tag is mostly not added anymore - per OSM Tag History, it was mostly added in 2015-2017. Perhaps it ceased being as useful as aerial imagery improved and more exact position of an object could be specified. The position of the object with regards to the sidewalk can also be accurately shown when the sidewalk is mapped as a separate way, which is common in Toronto area where this tag is primarily used.
