New York/Highway Classification/2021 Classification Project
This page contains notes and checklists related to the 2021 Highway Classification Project in New York State.
Motorway/Trunk/Primary reclassification based on ACC
Adam Franco has completed working though Upstate areas on November 8, 2021, bringing the OSM motorway/trunk/primary networks into closer alignment with the NewYorkState Street's data-sets' ACC classifications of 1-3 as defined in Proposal:_New_York/Highway_Classification.
General notes
I did not downgrade all cases where OSM has a road classified as a motorway, but NYS Streets assigned an ACC=2 (trunk) level. I generally only downgraded those that were very short and looked to not be fully motorway to highway=trunk+expressway=yes. In contrast, roads that had lower ACCs I generally downgraded to highway=primary+expressway=yes (ACC=3) or highway=secondary+expressway=yes (ACC=4). There may be cases that are currently tagged as highway=motorway that really aren't up to motorway standards and would be better tagged as highway=trunk+expressway=yes.
Highways to evaluate further
This is a list of highways where the ACC levels are questionable or where changes to OSM classifications may warrant a further look.
NY-169 between NY-5S/I-90 and NY-5
https://www.openstreetmap.org/way/91009363#map=14/43.0243/-74.8297
Currently primary in OSM. NYS-Streets has this listed with an ACC=4, which would map to secondary or lower. There is an I-90 exit at this location though that connects the primary network to the motorway. Primary may be warranted in spite of the lower ACC.
Washington County Route 49 east of Saratoga Springs
https://www.openstreetmap.org/relation/3145814#map=12/43.1537/-73.4268
County route that NYS Streets gives an ACC=3 to, which would make it highway=primary
. Seems potentially too high.
Kevin Kenny (ke9tv) "Washington CR 49 is puzzling, as is Montgomery CR 165."
Montgomery County Highway 165 south of Amsterdam
https://www.openstreetmap.org/relation/3182476#map=13/42.8950/-74.1450
County route that NYS Streets gives an ACC=3 to, which would make it highway=primary
. Seems potentially too high.
Kevin Kenny (ke9tv) "Washington CR 49 is puzzling, as is Montgomery CR 165."
Montgomery County Route 164 south of Amsterdam
https://www.openstreetmap.org/relation/3121499#map=12/42.9217/-74.2078
County route that NYS Streets gives an ACC=3 to, which would make it highway=primary
. Seems potentially too high.
Kevin Kenny (ke9tv) "Montgomery CR 164 is probably maintained better than most county roads for at least the little stub off of 5S because the shrine gets enormous crowds of worshippers at times, but still doesn't strike me as primary."
Dutchess County Route 3 toward Kent, CT
https://www.openstreetmap.org/relation/3224362#map=13/41.7587/-73.5030
County road on the border with CT which should probably align with the classification of the road on the other side of the border (which itself may need further analysis).
Kevin Kenny (ke9tv) "If CT 341 is secondary, then Dutchess CR3 ought to be. It's pretty much a continuation of the same road. Again, doesn't strike me as primary. (Similar issue with Dutchess CR2 and CT 41)"
Washington County Route 153 toward Rupert, VT
https://www.openstreetmap.org/relation/3148116#map=12/43.2018/-73.2307
County road on the border with VT which should probably align with the classification of the road on the other side of the border (which itself may need further analysis).
Kevin Kenny (ke9tv) "Washington CR 153 is a continuation of VT 153 - even numbered alike - I'd go with whatever Zeke and Adam decided for its classification."
Pearl Street Road entering Fort Drum
https://www.openstreetmap.org/way/20102161#map=15/44.0204/-75.7964
The divided section is currently secondary and the single-lane sections are residential. Listed as an ACC=3.
Oswego County CR-28 between NY-3 and I-81
https://www.openstreetmap.org/way/20150956#map=13/43.5178/-76.1238
Listed as ACC=3, currently tertiary.
Franklin County Route 26 (Port Kent–Hopkinton Turnpike)
https://www.openstreetmap.org/relation/6130840#map=11/44.5863/-74.1529
County route listed with an ACC=3 in NYS Streets. Currently tertiary in OSM.
https://en.wikipedia.org/wiki/New_York_State_Route_99:
From Wikipedia: "Although NY 99 was signed as a state highway, maintenance on the route was performed by Franklin County, which designated the roadway as CR 26. All of NY 99 was initially a gravel road; however, most of the road was paved in the early 1970s through the use of state funds procured by New York State Senator Ronald Stafford of Plattsburgh. The western and eastern extents of the road were paved soon afterward; however, the road was left unpaved in the vicinity of Loon Lake—a lake near the midpoint of the route—even though the necessary gravel base was applied to the entire highway. The unpaved section deteriorated as a result, and the NY 99 designation was removed from the roadway on September 26, 1994. CR 26 has continued to deteriorate in the years since, with one 9-mile (14 km), limited maintenance segment seeing the most wear. This section, situated midway between NY 30 and NY 3, has become both littered with potholes and extremely narrow due to the erosion of the highway's shoulders. In mid-2009, residents of Loon Lake petitioned the county to repair all of CR 26 and to continuously maintain the highway, citing the road's regional importance as a through route for commuters traveling to and from the village of Malone."
Saint Lawrence CR-28
https://www.openstreetmap.org/relation/5692589#map=12/44.7873/-75.3267
Listed as ACC=3, but parallels NY-37 (a trunk). Maybe it's ACC=3 as an alternate emergency route? Unclear.
Saint Lawrence CR-49
https://www.openstreetmap.org/relation/5586622#map=13/44.7330/-74.7407
Listed as ACC=3 and connects NY-420 and NY-458 across the US-11/NY-11B gap. Upgraded from tertiary to secondary in OSM, may be worth upgrading to primary?
Saint Lawrence CR-51
https://www.openstreetmap.org/relation/5586623#map=11/44.7475/-74.6239
Listed as ACC=3 and connects NY-11C and NY-458 across the US-11/NY-11B gap. Upgraded from tertiary to secondary in OSM, may be worth upgrading to primary?
NY-208 south of New Paltz to NY-55
https://www.openstreetmap.org/#map=13/41.7118/-74.1129
Listed as ACC=4 even though the rest of NY-208 is ACC=3 and this segment looks like an obvious through-route.
Rockland County CR-106, CR-108 between Palisades Parkway and 9W
https://www.openstreetmap.org/relation/3300542#map=13/41.2321/-74.0479
https://www.openstreetmap.org/#map=15/41.2344/-74.0125
Listed as an ACC=3 and connects the parkway to 9W, but also has a tail to the west that doesn't go anywhere.
NY-304 south of I-87
https://www.openstreetmap.org/relation/402451#map=14/41.0761/-74.0031
ACC=4 which would make it at most highway=secondary+expressway=yes. Currently tagged in OSM as highway=motorway -- it looks like it has jumped around a lot.
Rockland County: West Nyack Road
https://www.openstreetmap.org/way/24173059#map=15/41.0937/-73.9905
Currently in OSM as tertiary. Listed with an ACC=3 (primary) in NYS Streets. Not sure what's appropriate.
Chenango County: CR-32/CR-35/NY-220 near Oxford
https://www.openstreetmap.org/way/20065659#map=16/42.4435/-75.5892
Some county roads and a short stub of NY-220 are listed with ACC=3 in a little loop that doesn't really make sense for regional connectivity.
Syracuse: Hiawatha Boulevard West and State Fair Boulevard
https://www.openstreetmap.org/way/108260262#map=15/43.0631/-76.1655
These streets have ACC=4 but are currently tagged primary in OSM.
Tioga County CR-41
https://www.openstreetmap.org/way/244913983#map=13/42.0321/-76.1377
ACC=3, but currently secondary in OSM. Meets up with PA 858 which is currently also secondary. Not sure if both should be upgraded or both stay secondary. NY-26 is a nearby state route that is also primary.
Downtown Elmira
https://www.openstreetmap.org/relation/1074763#map=13/42.0831/-76.8013
Portions of NY-14-truck and CR-66 classed as ACC=4 and ACC=5, but carry the truck route through Elmira. Clemons Center Parkway had been tagged as "trunk" before I downgraded to highway=primary+expressway=yes.
Also, the Pennsyvania Avenue --> South Main Street --> North Main Street --> Park Place --> College Avenue corridor has ACC=3 even after NY-14 gets routed off of it onto the Clemons Center Parkway. Should this stay primary?
Corning: Denison Parkway West
https://www.openstreetmap.org/#map=15/42.1475/-77.0608
Has ACC=4, but is part of NY-352, multi-lane, and connects to the motorway. Currently primary in OSM. Maybe should stay primary in spite of ACC indicating lower?
Cattaraugus CR-45
https://www.openstreetmap.org/way/20049292
Listed with an ACC=3, but currently tertiary in OSM. Doesn't look to connect the rest of the primary network efficiently. Probably a data error in NYS Streets.
Chautauqua County CR-33 & CR-69 south of NY-474
https://www.openstreetmap.org/relation/6130819#map=13/42.0393/-79.4282
https://www.openstreetmap.org/way/20048238#map=12/42.0369/-79.3254
Both of these are currently secondary in OSM, but have an ACC=3 which would make them primary. Not sure if one or both should be upgraded.
Chautauqua County CR-85 (Old NY 428)
https://www.openstreetmap.org/relation/12275987#map=13/42.5036/-79.1623
Was tertiary in OSM until I upgraded to secondary. Has an ACC=3, but its not obvious if primary is warranted.
NY-77 and NY-63 between I-90 and Medina
https://www.openstreetmap.org/#map=11/43.0802/-78.3576
These segments have an ACC=4, but strangely there are no ACC=3 roads in this region. I'm hesitant to downgrade this one due to sparse primary network in the area.
NY-384 "Delaware Street" in Buffalo
https://www.openstreetmap.org/way/114207940#map=15/43.0150/-78.8695
Part of this has ACC=3 and Part has ACC=4. Not sure whether to trust NYS Streets or do something different. It looks like Young Street is also newly pedestrian, so that might affect routing on surrounding streets.
Niagra Scenic parkway between the Rainbow Bridge and I-190
https://www.openstreetmap.org/way/745168198#map=14/43.1313/-79.0210
Has an ACC=2 which would make it trunk, but heading south it dumps into a network of ACC=4-5 streets. Not sure what to do here.
NY-61 and NY-62 in downtown Niagra falls
https://www.openstreetmap.org/#map=15/43.0931/-79.0276
NY-62 has ACC=2 heading west from I-190 toward downtown, but then the traffic looks like it splits on the 3 central streets before collecting again on NY-104. Should some of these be trunk for the full length or just keep them all primary and let 957A (the Niagra Scenic Parkway) be the sole trunk?
