Proposal

Add the following as tags for social_facility=food_bank

  • usage_limits How frequently are people able to visit the food bank?
  • max_income If people make more than a certain amount of money will they be denied access/encouraged to use other resources?
  • location_restrictions If people live outside a certain geographic area will they be denied access/encouraged to use other resources?
  • collection_type How do people receive food here?
  • eligibility:website A page on a website where eligibility information can be read.
  • eligibility:description Space for OSM editors to add eligibility information that doesn't fit neatly into the other tags listed here.
  • supershelf Is this facility certified as a "SuperShelf" site.


All of these tags would apply to the social_facility=food_bank and could be used on areas or nodes.

Rationale

These are all tags that represent additional information that is helpful for people looking to use the food shelf.

  • max_income and location_restriction are helpful for people to understand if they'll be able to receive food if they visit the food bank.
  • collection_type helps people understand how they can pick out food. For instance a lot of people may prefer self_service as you can see nutrition facts, is kosher/halal or not, follows other dietary restrictions, etc. Other people may prefer an online or phone checklist due to being able to get it done ahead of time and from home where they can see what they already have.
  • usage_limit helps in long term planning by being able to know when they can make use of that same food bank again.
  • eligibility:website allows people to verify eligibility information entered into OSM as well as view if there's any additional information about eligibility.
  • eligibility:description allows OSM editors a general text field space to add any eligibility information that doesn't fit neatly into the other tags.
  • supershelf: The qualities that a food bank needs to have to get the SuperShelf verification are also things that many food bank visitors find preferable (having a variety of foods available, having high demand foods available, etc.)

max_income was chosen over income_limits as I think max_income is more clear. Especially for users who may not have English as their primary or first language. This was also chosen as a user (possibly me) may want to add min_income as a tag later on. I think the relation between max_income and min_income is more clear than income_limits and income_requirements.

collection_type:in_person_checklist was chosen over collection_type:paper_form as the form may be on a tablet or other electronic device provided by the facility and may not necessarily be restricted to paper. The key part here is that it's a form you fill out after arriving rather than filling out beforehand.

collection_type:standardized was chosen over collection_type:pre_packaged as the former emphasizes the fact that all containers (boxes, bags, etc) contain the same items.

Visitors either provide some unique identifier (name, DOB, etc.) or are given one after submitting the online form. Upon arrival visitors give that identifier to staff after which point staff retrieve their order.

Staff may pre-pack orders for faster pickup or pack them upon arrival of the visitor. Items are commonly split into categories (pick 1 from the following 4 items).

For instance a produce box may contain 3 onions, 4 apples, 2 oranges, and 1 bundle of celery. If so then all produce boxes will contain these items in the same amount. The exception to this is if the facility packing the containers may run out of certain items. In this case that item may be excluded with the rest of the containers containing all the other items.

Commonly done in combination with other collection types as a backup for if a facility is unable to serve a visitor (facility has reached maximum amount of visitors, visitor didn't make an appointment, etc.)

Examples

Harvest From The Heart allows visitors to get food as frequently as needed, and doesn't have a max income they serve or location restrictions. When you get there you walk through and put items in a cart. So it would receive the following tags.

S.T.E.P. allows visitors to get food up to twice a month. They ask that people who use their services be within the city of St. Louis Park. However, they do provide limited assistance to people who live outside that area.
