Proposal
Currently, there is no provision at all to allow a street that lacks a name altogether. This situation is prominent in some areas (Japan comes to mind), but there is no way to flag such street so that the NoName layer will ignore them (or to otherwise let other data uses know that the situation is normal). This proposal takes care of that hole.
