Summary
Adding an address block number to highway segments.
Reasoning
One of the main problems with street addresses at OSM, is that each individual address must me mapped to add it to the map. Using this proposed tag, there can be massive amounts of addresses added to the map in a short amount of time. This is also helpful to government and law enforcement agencies who use the OSM data. The proposed addition of adding block numbers to ways is the existing accepted standard for the aforementioned government agencies.
How to Map
Added as a tag to highway tags. In the United States, there are no associated block numbers with motorways, so this would apply to all highways with lower classification than motorway.

Tagging
This tag would fall under the "Address" family of tags, and I think that addr:block_number=* would be the most appropriate tag.
Applies to
Most highways. In the United States, there are no associated block numbers with motorways, so this would apply to all highways with lower classification than motorway.
Rendering
Would be rendered in the same way as current addresses are rendered, with the exception that they would be visible at zoom=16, 17 and 18. The placement would parallel to the highway segment that is tagged, near the middle of the segment, above the highway name.
