Rationale
In some countries or regions, it is customary for maps to show whether a road is safe for driving in the wet season.
Obviously, this tag applies only for countries or regions where the climate divides the year into a wet season and a dry season. If you live in a country with tropical or monsoonic climates, this tag should be used extensively.
If you live in a country with spring/summer/autumn/winter, please ignore this tag. Every road in those climates are implied to be all-weather-safe, save a few mountain passes needing snow-plowing in winter.
Also, in some data imports, you might find a field for "seasonal availability" of a feature. That field would map to this tag.
Applies to
All transportation ways: highways, railways, footways; but only in countries subjected to a dry season and a wet or monsoon season.

Wouldn't it be better to use for example seasonal=all_weather or seasonal=dry_weather? (or I'd prefer dry_season, weather changes rapidly but seasons change few times a year.) If it's under the tag access, one can't say access=private if the road is already tagged access=dry_weather.
- Related to this I came across, whilst on a holiday up north, few badly quagmired ('kelirikko' in Finnish) unpaved roads. They are becoming rarer as old minor roads slowly get renovated, but still are a potential barrier for common cars for a duration of up to a month until the soil dries. Some global tag extendable to all local variations of seasonally, and at that time badly, degraded roads would be great. Also I should partly contradict the statement of all roads being all-weather-safe, at least regarding (minor) tracks, which seldom get snowplowed. Alv 08:12, 6 May 2008 (UTC)

- There's plenty of cycleways in Finland that are not snowplowed during winter, especially outside the capital area. Also, what about roads made on the ice for the winter? This would be a good addition. Paxed 08:56, 26 October 2008 (UTC)
Maybe it should be a good idea to use the value seasonal=restricted, meaning that some vehicles could go through the way?? e.g. 4x4 cars with spike tires, locomotives with snowplows would be able to go through a road/railroad that other vehicles wouldn't. Ivansanchez 11:26, 19 May 2008 (UTC)
To me it seems like a good idea to tag seasonal availability of a road. It is not a good idea, however, to limit such seasonal variations to only wet and dry. Here (Norway) we have roads that are closed during winter, or open only to convoys, from sometime late autumn and until late spring/early summer, and such restrictions would not be possible to tag with this proposal. I would suggest rethinking this, and find a more generic tag. Gustavf 21:03, 27 May 2008 (UTC)
- I have been thinking some more about this proposal... Keeping things simple, is proably a good idea. First off all, if a road is "seasonal" most people in the area will know how to interpret that (in Norway, it would almost certainly mean closed during winter, in a more tropical climate it would probably indicate closed during the wet season). Could this simply be seasonal=wet/dry/summer/winter/yes, to indicate what season the road is closed and "yes" as a generic term when no details are known? -- Gustavf 19:41, 10 December 2008 (UTC)
I need something to mark that some streets here in Germany are flooded whenever the nearby river carries melted snow from the mountains. This is not in every year, but quite often and then for up to several weeks. Can we fit this problem into this proposal? --Lulu-Ann 14:28, 16 May 2009 (UTC)
