Proposal:Lifeboat

This proposal is for a set of tags to describe lifeboat stations and their lifeboats.

Lifeboat stations

Lifeboat stations should be tagged with amenity=lifeboat_station. The following tags can be used to describe the lifeboat station:

name	*		Name of the lifeboat station
operator	*		Who operates the lifeboat station? e.g. "RNLI" for the UK's Royal National Lifeboat Institution
website	*		Website with information about this station.

Lifeboats

For lifeboats which are housed inside the lifeboat station, the below tags should be applied to the node representing the lifeboat station itself. If the boat is permanently afloat, tag it with amenity=lifeboat and apply the tags to that node:

lifeboat:class	RNLI Tamar RNLI Severn RNLI Trent RNLI Tyne RNLI Mersey RNLI Arun RNLI B Class RNLI D Class RNLI E Class RNLI IB1 Class RNLI FSB2 Class etc.		The official class of lifeboat.
operator	*		Who operates the lifeboat? e.g. "RNLI" for the UK's Royal National Lifeboat Institution
website	*		Website with information about this lifeboat.

We should probably have a relation to link lifeboats to their stations.
