Proposal
Shrub rows are common to separate areas in some open spaces such as parkings. Tagging each single shrub can be difficult and not very pertinent.
This is to natural=shrub what natural=tree_row is to natural=tree.
It should be used on ways only. It’s different from barrier=hedge because it’s not a barrier; you can walk across it.
Rationale
natural=tree_row is pertinent only for rows of trees, but shrub rows are common as well. The naming of this tag is natural (pun not intended), as we already have natural=tree/natural=tree_row and natural=shrub.
Alternatives would be to tag each single shrub, which might be hard if they are small, or to use barrier=hedge, but that’s a different feature: there are spaces between shrubs.
Tagging
natural=shrub_row should be used on a way to tag a row of shrubs not close enough that one person could pass between each of them.
This can be used in combination with every additional tag of natural=shrub.
