Rationale
This proposal is needed because only roads have a specific construction tag. highway is the key I chose because the existing road construction tag's key is the same. The reason why I chose footway_construction, cycleway_construction, and road_construction for values is that the road construction tag's current value is construction.
The potential use of this data is to map specific footways or cycleways that are under construction. The significance is that footways or cycleways in construction are now mapped.
