amenity vs shop

to me, it's weird that its amenity=bank and shop=insurance. In Belgium (I don't know about other countries), the insurance brands and the bank brands are the same. Like in my village, there is a KBC insurance building and a bit further also a KBC bank building. Sometimes the insurance part and the bank part are in one building. Like the Dexia in my village is mainly bank, but it also does insurances.

I don't prefer amenity over shop or the other way around, I just wonder why they are different.
