Rationale

After repeated discussions on several mailing lists and in the wiki (see here: Neighbourhood and here: Talk:Neighbourhood) it seems clear that we are missing a place level below place=suburb. After even more discussion on Talk:de the need for another subdivision above neighbourhoods but below suburbs arose (currently called quarter, the proposal is here. In some areas place=suburb and place=hamlet have been misused for this purpose.

Definition

The tag place=neighbourhood should be applied to a part of a bigger part of settlement where this part is smaller than a quarter, while a quarter itself is a part of a place=suburb. You will not have all parts of the hierarchy in all settlements, e.g. in the case of villages you might have some sub-areas place=neighbourhood but usually there won't be any quarters and almost never there will be suburbs.

How to map

Typically you will map this feature as a node. In some cases it may be a appropriate to use an area if the neighbourhood has a well defined border, such as one that is legally defined (e.g. a neighbourhood that is managed by a homeowners' association). If the borders are fluid or there is no broad agreement on where the boundaries are located, then it is best to use a node.

Tags to use

Other possible tags (highly optional):

  • population=*
  • source:population=* - to enter free text details about where your population data came from and how recent it is.
  • wikipedia=*
  • start_date=* - the date (or year) when the first people/business/users moved in (if applies)
  • architect=* - name of the masterplanner / architectural firm that did the urban planning (if applies)

and any additional tags that may be appropriate.

What can be mapped?

You can map settlement parts which are bigger than a single plot and smaller than a quarter with this tag. It can apply to residential areas, commercial areas, industrial areas and all other kind of landuse and mixes of landuses. It depends on history, culture, politics, economy and more how settlements are organized, so more specific rules are avoided.

Rendering suggestion

It is likely appropriate to render this feature only at higher zoom levels compared to other place=* values (e.g. 15 or above).

You would mark nodes as neighbourhoods for small, named populated areas that don't fit the criteria of other place=* values. There may be signs indicating the name, or there may be a name that residents use to refer to the area they live in. -- Joshdoe 16:07, 4 January 2012 (UTC)
