Switzerland/2018 Municipality Mergers

Please check for typos and do not start work before 2018-01-01

General notes:

please set swisstopo:BFS_NUMMER to the new BFS ref for newly created boundaries, this is ugly but we need the BFS number for statistical purposes
in general it is a good idea not to immediately remove the old boundary relations, retag them to boundary=historic or similar
if place nodes for the original municipalities are missing please add them or else search and navigation will not work
