A building constructed for non-specific commercial activities to take place there. Use office=* and other tags to describe current building use. Consider tagging the landuse=commercial areas if applicable.
Use building=retail if the building was constructed to house primarily shops. For some characteristic shop constructions there are more detailed tags, see building=supermarket and building=kiosk.
For office buildings there is the more detailed building=office.
