cycleway:both=no explicitly marks road as having no bicycle infrastructure. It allows to explicitly note that road was surveyed for bicycle infrastructure.
Note that it is about cycleways, sharrows or other dedicated bicycle ways - road may have cycleway:both=no and still have amenity=bicycle_parking on sides.
