Used to denote features which appear or disappear with differing seasonal conditions:
Wetlands can dry out in the summer, ponds can disappear entirely in hot weather and rural roads might close from the first snow until thaw. This tag is also used on benches, picnic tables and other amenities that are not available during winter.
For shops such as grocers, farmer's markets or marketplaces, it is more precise to use opening_hours=* (opening hours by months), if possible.

seasonal=spring/summer/autumn/winter/wet_season/dry_season/... | Implies seasonal=yes for that season. Note these values can be ambiguous for features that that vary between different states since it can be unclear which state occurs at which time of the year.

Relation to intermittent
intermittent=yes marks (usually water-based) features as non-permanent. When seasonal=* is not no, it suggests itself to imply that intermittent=* is yes, so there is an obvious overlap with this tag.
intermittent=* however has been in use for longer and is 10x as popular as this tag (as of 2022-04), so it is more likely to be used and supported by data consumers. This will be the reason why as of 2022-04, about 60% of elements tagged with seasonal=* are also tagged with intermittent=*.
