seasonal=summer means? Feature present, or not present?

I think this should indicate when the feature is present. And this is clear from the statement "Implies seasonal=yes.". Where the feature is present for more than one season then ';' should be used e.g. seasonal=spring;summer To be clear, an example.

waterway=river

seasonal=summer;autumn

This indicates that the river only flows during summer and autumn.

In general values other than yes/no are fairly unclear and your change seems to add to that confusion. seasonal=yes generally means that the properties of this feature change with seasons and your addition implies seasonal=yes for that season in principle says seasonal=summer means the feature is variable in its properties during summer but not during winter - which is not how you say above you interpret this tag though.

IMO for detailed specification of seasonal variation something like Conditional restrictions would be much clearer - for waterbodies for example water:conditional=yes @ summer.

"variable in its properties" that would need the additional tag intermittent! I think seasonal=spring;summer;autumn would be a clear indication that 'it' is not present during winter. As 'winter' is a weather influenced thing it does not have a precise start and end dates. Warin61 (talk) 22:22, 24 February 2016 (UTC)
