Creating/commenting on Notes

POST /api/0.6/notes/:id/comment notes#comment already requires login

Commenting on a note does currently not require a login. But without being able to see the note, it does not make sense to comment on it as anonymous, so it should be disallowed.

Be notified when these changes are put into effect?

Downloading changeset

All other interactions with changesets will require a login, including getting changeset ids. As /api/0.6/changeset/:id/download requires an id to be specified, I think this call should logically also require a login because where should the ID come from?
