What about Bulk import.pl? .. It could lead to the page for the discussion of Importing Government Data

A Bulk Import for a large area such as a complete city / State/ Province / Country. This is where a large group of people (mainly those effected) would take part in discussions (talk list) and wiki, were as many map features are available. This requires careful consideration; Looking at all the ideas available before proceeding. As this data also gets updated. Such as GeoBase Import. See Importing Government Data for further discussion.

Bulk import.pl is one option to use

Data imports to OpenStreetBugs by geocoder

There is a large variety of possible data sources, where only address information is available, but no coordinates (e.g. the international list of wheelchair toilets with centralkey=eurokey, "Der Locus".)

Is there a method to put these addresses through a geocoder and drop OSBugs on the map?

Or do we have to put them into OSM with a fixme=* ?

What defines an import

In parallel to a discussion in the German forum I'd like to introduce the following refinements to the import definition:

1. An Import begins with the first data item taken from the external source into OSM.
2. An Import is independent of the editor, script or other tool being used to perform it.
3. An Import is independent of the amount of data per changeset. It can be just one item per changeset, the upload limit of the API, or any amount in between.
4. An Import is independent of insignificant alterations of the data (such as redrawing) or changing the formatting.

(2), (3) are obviously true. (4) seems also true and making sense. I am not entirely sure about (1) and depends how widely you define external data. Is it really necessary to go through entire import process to add a single alt_name=*/short_name=* used by government in an official document (for simplicity - lets say that this document is in public domain)? I agree with you that it is not the intention of the discussion to enforce an import proposal for small amounts. (1) is just saying that technically, importing starts with the first item. The forum discussion is more about if copying large amounts "manually" forms an import that needs community agreement. I'll see how the discussions unfolds and how to get the international channels into it. --Polarbear w (talk) 00:18, 20 December 2020 (UTC)

"if copying large amounts "manually" forms an import that needs community agreement" - definitely, in the same way as manually changing tag A to tag B in systematic way without adequate review and understanding is an automated edit.
