Import of navigations markers

I've put together a proposal for Import/Catalogue/IWAI CSIG for the Shannon/Erne. Any feedback would be appreciated.

Regarding the issue Don't know what tag to use for 'End of Navigation, I have used the CEVI closed_area notice tag - seamark:notice:function=prohibition.
