Future definition?
The key agricultural=* can describe the legal effects of the traffic sign .
Additionally the key may be used to allow slow vehicles on motorroads. A better definition is needed because currently the key is prone to wrong tagging.
On ~57.000 ways the key agricultural=* is currently tagged. The number of ~26.500 agricultural=yes tags exceeds the number of ~25.000 agricultural=no tags. So this key is mainly used against its definition as restrictive key.
The reasons are:

- Several legal restrictions are bound by lawmakers to this traffic sign. At least three different vehicle groups are addressed with this sign in Europe:
- * Vehicles bound to agricultural purpose (seldom)
- * Technical kind of vehicle: tractors and self-propelled working machinery (most countries)
- * Maximum technical or legal speed of the vehicle (modern)

- agricultural can also be a value for access restriction tags. To ban motorized traffic these signs are placed at nearly every crossing between a road and a track in Germany. This traffic sign combination needs the tag (motor_vehicle=agricultural) only. Currently editors like JOSM do not clearly present this simple solution and inappropriate tagging occurs. The numbers above show the amount (more bad than good).

- In 2015 The Netherlands introduced a new traffic sign with the same icon. This will complicate the tagging situation.
In retrospective the key tractor=* would have been fit better. It is tagged some hundred times currently. A complete replacement is expected to be difficult.
International
The Vienna Convention has two definitions (consolidated version 2006, chapter I article 1):
- (o) “Power-driven vehicle” means any self-propelled road vehicle, other than a moped in the territories of Contracting Parties which do not treat mopeds as motorcycles, and other than a rail-borne vehicle;
- (p) “Motor vehicle” means any power-driven vehicle which is normally used for carrying persons or goods by road or for drawing, on the road, vehicles used for the carriage of persons or goods. […] It does not cover vehicles, such as agricultural tractors, which are only incidentally used for carrying persons or goods by road or for drawing, on the road, vehicles used for the carriage of persons or goods;
In French the terms véhicule à moteur and automobile are used under the letters (m) and (n) in the original treaty from 1968. If both terms translate into a single one like Kraftfahrzeuge, then the broader definition is meant or otherwise an addendum is used.
So a power-driven vehicle has the subclasses motor vehicle (mainly for road use) and other vehicle (like excavators or truck-mounted cranes, for which each country can decide the technical requirements, see Art. 3 Nr. 2 (b))
Europe
Effective since 1. January 2017 the European Union allows tractors and other self-propelled machinery with a maximum speed over 60 km/h. So you can expect agricultural tractors on motorways.
In 5 countries the maximum speed of a vehicle is bound to the tractor traffic sign:
- Germany: The sign 257-58 was newly introduced in January 2017 and means "Verbot für Kraftfahrzeuge und Züge, die nicht schneller als 25 km-h fahren können oder dürfen." (= Forbidden for motor vehicles and vehicle combinations, which cannot or may not drive faster than 25 km/h).
- Greece: The sign P 18 means [1]"No access for motor vehicles that cannot exceed 25 km/h (tractors)".
- The Netherlands: The sign C8 means [2]"Gesloten voor motorvoertuigen die niet sneller kunnen of mogen rijden dan 25 km/h" (= Closed for motor vehicles that cannot or may not drive faster than 25 km/h).
- Norway: The sign 306.3. means [3]"Forbudt for traktor og for motorredskap konstruert for fart mindre enn 40 km/t" (= Prohibited for tractor and for engine gear designed for speed less than 40 km/h)
- Poland: The sing B-6 means [4] "'zakaz wjazdu ciągników rolniczych' oznacza zakaz ruchu ciągników rolniczych i pojazdów wolnobieżnych." (= 'prohibition of entry of agricultural tractors' means a ban on the movement of agricultural tractors and slow-moving vehicles.) So this one rule draws two limits: All agricultural tractors and all self-propelled vehicles up to 25 km/h.
In 13 countries the kind of a vehicle is bound to the tractor traffic sign:
- Croatia: The sign B13 means [5]"'zabrana prometa za traktore' označuje cestu ili dio ceste na kojoj je zabranjen promet traktorima." (= 'Tractor traffic prohibition') means the road or part of a road where tractors are prohibited). Formerly this sign had the number 213.
- Czech Republic: The sign B 6 means [6]"Zákaz vjezdu traktoru" (= no tractor access forbids tractors) Also single-axle tractors and self-propelled work machines are forbidden.
- Denmark: The sign C 24,1 means "Traktor og motorredsskab forbudt" (= Tractors and working machines forbidden.) Even food selling trailers are counted as motorredskab. The speed limit for working machines is 30 km/h.
- Estonia: The sign EE 316 means [7]"'Traktori sõidu keeld.' Sõita ei tohi traktori ega liikurmasinaga" (= 'Tractor driving prohibited.' Do not drive with a tractor or machine.)
- Finland: The sign 315 means [8]"Traktorilla ajo kielletty. Kielto koskee myös ajamista moottorityökoneella." (= Driving with a tractor is prohibited. The ban also applies to driving on a power-driven machine.)
- Hungary: The sign C-016 means[9]"'Mezõgazdasági vontatóval behajtani tilos' a tábla azt jelzi, hogy az útra mezõgazdasági vontatóval és lassú jármûvel behajtani tilos" (= 'It is forbidden to drive with an agricultural tractor' The sign indicates that it is forbidden to enter the road with a tractor and a slow vehicle.).
- Iceland: The sign B03.41 means [10]"Akstur dráttarvéla, torfærutækja á hjólum og vinnuvéla bannaður." (= Driving the tractor, off-road vehicles on wheels and working machinery forbidden.)
- Luxembourg: The sign C, 3k means [11]"Le signal C,3k indique que l’accès est interdit aux conducteurs de tracteurs et de machines automotrices." (= The signal C, 3k indicates that access is prohibited to drivers of tractors and self-propelled machines.)
- Romania: The sign means [12]"Accesul interzis tractoarelor și mașinilor autopropulsate pentru lucrări" (= Prohibited access to tractors and self-propelled machinery for works).
- Russia: The sign 3.6 means [13]"Запрещается движение тракторов и самоходных машин любого типа." (= The movement of tractors and self-propelled machines of any type is prohibited.)
- Slovakia: The sign B9 means [14]"Zakazuje vjazd traktorom a všetkým zvláštnym motorovým vozidlám, ako sú napr." (= It prohibits the entry of a tractor and any special motor vehicle such as ...).
- Sweden: The sign C8 bans [15]tractors and self-propelled working machines.
- Ukraine: The sign 3.5 means [16]"Запрещается движение тракторов, самоходных машин и механизмов." (= The movement of tractors, self-propelled machines and mechanisms is prohibited.)
In 4 countries the property agricultural vehicle or another currently unclear definition is bound to the tractor traffic sign:
- France: The sign B 9 d means [17]"Accès interdit aux véhicules agricoles à moteur." (= Access prohibited to agricultural motor vehicles.) It was introduced in 1964. An adaption of the new EU laws into the french traffic laws is expected [18].
- Italy: The sign II 62 means [19]"Transito vietato alle macchine agricole" (= Transit prohibited to agricultural machinery) Other vehicles are not affected.
- Portugal: The sign C3h means [20]"trânsito proibido a veículos agrícolas" (= Transit prohibited to agricultural vehicles)
- Spain: The sign R-111 means [21]"entrada prohibida a vehículos agrícolas de motor" (= prohibited entry to agricultural motor vehicles)
Some countries do not have a restrictive traffic sign with a tractor icon:
- Austria: The additional sign i [22]"Eine solche Zusatztafel unter dem Zeichen „Überholen verboten“ zeigt an, dass Zugmaschinen, Motorkarren, selbstfahrende Arbeitsmaschinen und vierrädrige Leichtkraftfahrzeuge überholt werden dürfen." (= Such an additional plate under the sign "Overtaking prohibited" indicates that tractors, motor carts, self-propelled working machines and quadricycles may be overhauled.) targets a variety of vehicles.
- Belgium: Has not even an additional sign.
- Ireland: Traffic laws are a complete mess[23].
- Switzerland: The additional sign 5.36 "Traktoren" (=tractors) isn't explained. But the Swiss traffic rules[24] differentiate between commercial tractors (60 km/h maxspeed) and agricultural tractors (30 km/h maxspeed when towing unlicensed trailers). So we can assume that the sign means all tractors.
- United Kingdom: No sign.
Africa

- Uganda: The sign R07 reads [25]"No entry for tractors or slow moving vehicles".
Americas
Bound to slow speed
- Canada: The sign MUTCD 3-1-23 reads [26]"SLOWER TRAFFIC KEEP RIGHT".
- United States: The federal sign R4-14 [27] is directed at slow vehicles.

- Argentina: The sign R3-10 means [28]"Prohibición de circulación de tractores" (= Prohibition of circulation of tractors)
- Brazil: The sign R-13 means [29]"Proibido Trânsito de Tratores e Máquinas de Obras" (= Prohibited Transit of Tractors and Machines of Works)
Bound to agricultural machinery
- Chile: The sign RPO-10 means [30]"Prohibida circulación de maquinaria agrícola" (= Prohibited circulation of agricultural machinery)
- Colombia: The sign SR-24 means [31]"Circulación prohibida de maquinaria agrícola" (= Prohibited circulation of agricultural machinery)
- Mexico: The sign SR-29 means [32]"'Prohibida la circulación de vehículos agrícolas' Se emplea para indicar que está prohibida la circulación de vehículos agrícolas sobre la carretera o vialidad urbana".(= 'Prohibited the circulation of agricultural vehicles' It Is used to indicate that the circulation of agricultural vehicles on the road or urban highway is prohibited)
- Peru: The sign R-24 "NO TRACTORES" means [33]"Prohibido el pase de maquinaria agrícola" (= The passage of agricultural machinery is prohibited)
- United States: sign R5-10a may include the following prohibitions depending on the jurisdiction:
- Illinois: "farm implements"
- Kentucky: "farm implements"
- Michigan: "farm tractors" (e.g., fertilizer trailers), "self propelled farm implements" (e.g., motorized farm tractors)
- Ohio: "farm machinery"
- Uruguay: The sign R-13 means [34]'Prohibido el paso de maquinaria agrícola' Esta señal se empleará para indicar a los conductores que está prohibida la circulación de maquinaria agrícola. (= This signal shall be used to indicate to drivers that the circulation of farm equipment is forbidden.)
- Venezuela: The sign R2-13 means [35]"Prohibido el paso de maquinaria agrícola" (= Prohibited circulation of agricultural machinery)

- Bangladesh: The sign A11 is said [36]"No Tractors Or Slow-Moving Vehicles".
- China has two signs: The sign 禁 12 means [37]"'禁止拖拉机驶入' 表示前方禁止各类拖拉机驶入。" (= 'Banning tractors from entering' Indicates that all types of tractors are prohibited from entering in front.
The sign 禁 13 means "'禁止三轮汽车、低速货车驶入'" (= 'It is forbidden to enter three-wheeled vehicles and low-speed trucks') This means "'No farm vehicles' Farm vehicles cannot enter; posted at entry to a road" according to the Beijing Traffic Management Bureau.[38] - Indonesia: The sign 2b6 means [39]"Larangan Masuk bagi Kendaraan Khusus" (= Prohibition of Entry for Special Vehicles)
- Israel: The sign 410[40] is said "Tractors and work vehicles prohibited"
- Japan: No independent road sign.[41] But "小特" (= abbreviation for "小型特殊自動車" or special small motor vehicle; special motor vehicles[42] that have limited body size[43] and structure that cannot exceed speed of 15 km/h)[44] auxiliary road sign are widely used in Japan. For example, road signs pictured in File:Shimotsui electric railway Amaki Station mark.JPG means "bicycles and pedestrians only" and "except special small motor vehicle". Expressways in japan has limit of minimum speed of 50 km/h, thus special small motor vehicles have no access for expressways.
- Malaysia: No tractor sign. A sign with icons of a bicycle, a riksha, an ox card and an excavator means [45]No slow-moving vehicles.
- Mongolia: The sign 2.6 means [46] Тракторын хөдөлгөөн хориотой (= Tractor movement is prohibited)
- Turkey: The sign TT-15 means [47]"'traktör giremez' yerleştirilmiş olduğu yola, üzerinde şekli bulunan araçların giremeyeceğini bildirir." (= 'Tractor not allowed' The sign is positioned on the road where the vehicles with the shape can not enter.)
- Vietnam: Sign 109 means [48]"'Cấm máy kéo' báo đường cấm tất cả các loại máy kéo, kể cả máy kéo bánh hơi và bánh xích đi qua" (= "Tractor forbidden", the road sign prohibits all tractors, including wheel tractors and crawler tractors)
Bound to agricultural machinery
- Cambodia: The sign R1-36 is said to mean [49]"No entry for agricultural motor vehicles"
- Pakistan: The sign like Vienna-C3l means [50]"No entry for agricultural vehicle"
- Sri Lanka: The sign PHS-15 means [51]"Road Closed for Power Driven Agricultural Vehicles"
- Thailand: The sign บ-22[52] or 1-17[53] forbids agricultural or farming vehicles
Others:
- Australia/Queensland: No sign.
- India: No sign.[54]
- New Zealand: No sign.
- Philippines: No tractor sign. Only a sign S2-7 with [55]"Slow vehicles use right lane".
- Saudi Arabia: No sign.[56]
- South Korea: No sign currently. The former tractor sign was withdrawn on 2007-09-28[57].
Collected above are only regulatory signs and rules for slow vehicles themselves. Left out are warning signs about slow or farming vehicles.
