use with hov:lanes=*
When there are HOV conditions per lane we use hov:lanes=*, for example hov:lanes=yes|designated|yes where the middle lane of 3 lanes has HOV restrictions. But how should we use hov:minimum=* to specify the number of occupants for the HOV lane? Should it just be hov:minimum=2 and we assume this value applies to the lanes designated as hov, or should we use hov:minimum:lanes=none|2|none or hov:lanes:minimum=none|2|none? - hov:minimum:lanes=* should not be added, unless you somehow have different requirement across the lanes. Eg maxweight:hgv:lanes=* should not exist when there are maxweight:hgv=* + hgv:lanes=* alone. Also they are different attributes, such that hov:minimum=* won't be interfered by hov:lanes=* .
Personally I would suggest changing this to min_occupancy=* to be consistent with other restrictions. Then you would not have confusion that *:minimum=* is a sub-mode of hgv=* . The syntax is mismatched.

- hov:minimum=* already has 6,800 uses so I'll keep using that to be consistent unless another tag has got acceptance via a proposal. For now then I'll use hov:lanes=* to specify which lanes have the HOV restriction and hov:minimum=* to specify the number of occupants required for the HOV lanes.
