Conflation

Conflation is where imports live or die, and you are right in seeing it as one of the import's possible problems.

You should, ahead of your import, compare all existing addresses to the ones you're importing, and find any differences. For every individual difference, you should identify why they're there - is there a typo in the street name, is a house number actually on another street, is the house number gone, is there a mapping mistake, is there a mistake in the official data? You should also check for large distances between the house numbers in osm and their import match - anything more than 50 metres is quite suspicious.
