- You are conflating vehicles and service. Minibus vehicle class can be public or private light bus service, as well as public non-franchised or private bus service in the international meaning of the vehicle type/segmentation/market for any smaller bus.
This page should not be deleted, for reason of documentation. But route=minibus is as unneeded as route=coach. The distinction is unclear, and such a distinction should not be applied on the route=* level. It is for modes only. In addition, there is the term of midibus, meaning potentially more confusion.
The example of Community Bus in Japan is inappropriate. They don't have much different vehicles other bus services.
Considering OSM's UK language, minibus is not only 16 passengers there, but also of a passenger van type. Eg Optare Solo can be a midibus or "minibus". They are operated as standard bus service regardless.

Normally uses minibuses but has a single service in the morning where full sized buses are used (mostly to haul students but still, it is a thing). That line? I've seen mini- and regular buses being deployed there (though in that case, the norm here are mini-buses since this line mostly serves villages and normal buses may have been used for shortage reasons but still, both have been used interchangeably with no immediate pattern). An even more regular example is this line which uses minibuses for their on-demand services (that is, at night and weekends) so you can't even properly classify the route as a whole whether it should be route_master=bus or route_master=minibus. --ManuelB701 (talk) 19:49, 27 January 2025 (UTC)
