state=alternate vs role:alternative

One thing I noticed is how to denote routes which are a diversion from a main route are tagged themselves with state=alternate but individual members use alternative instead which feels inconsistent. According to Taginfo, state=alternate also is used a couple times, albeit with only four instances thereof as of this writing. This inconsistency should certainly be mentioned somewhere, especially because it appears like both have developed independently (and for the longest time weren't linked to each other until I noticed this).
