Explicit oneway tags =

- The problem is that, certainly in the UK, a cycle track alongside a road could be either. For instance, this track is actually wide enough for two-way cycling, but it is one-way only: https://www.cyclestreets.net/location/82798/ . Setting whether it is one way or not makes this explicit.
- I have added a clarification that I was referring to cycle tracks, not lanes. Clearly a lane does not need this, since a lane is a feature of the containing road.
