The following invocation of {{Cite journal}} omits the direct link to the paper, even though |url = is set:

This particular example from OpenHistoricalMap/Citations happens to have a |doi =, so readers can indirectly navigate to the paper, but not every paper has a DOI. It seems to affect a number of existing occurrences. The cause is unclear to me, looking at both this template and {{Citation/core}}.
