This table is an attempt to answer the question: In which countries is the smoking= tag informative when added to bars, cafés and other hospitality places?

Motivation

Many countries have adopted strict bans on indoor smoking in hospitality places. In such countries, adding smoking=outside to the OSM node of a café is not super useful as it is already implied by the legislation. It adds redundant information that will likely not be useful to an end user consulting it. In some other countries however, this smoking status can be valuable information, both for smokers and non-smokers, when choosing a place where to spend some time out.

My interest in conducting this small survey is to provide an overview of the where the smoking=* tag is useful, with the intention to help:

  • designers of OpenStreetMap front-ends (such as mobile apps) who want to decide if and how to render the smoking=* tag to users
  • designers of OpenStreetMap editing software who want to decide how prominently they should encourage contributors to enter this information
  • OpenStreetMap contributors interested in increasing the coverage of the smoking=* tag in places where it is most useful

Methodology

The question above is clearly ill-defined so there is no clear-cut criterion to determine if smoking information is "useful" in a country or not. Getting a precise estimation would ideally require surveying users in each country, asking them if this information is useful to them. I would be interested to know of any avenues to conduct such a survey.

More generally, any feedback on the methodology and suggestions of other indicators would be very welcome in the Discussion page.

In the absence of such a systematic survey, I have tried to exploit the following indicators to get a rough guess of the status for various countries:

  • number of uses of smoking=* in the country. The heuristic here is to expect that if the smoking status is relevant, the local community will use this tag more than in other places. I have restricted the uses of this tag on amenity=* nodes, ways and relations, as a way to restrict the indicator to a relatively broad super-class of hospitality places.
  • the proportion of those which are not smoking=no or smoking=outside. The heuristic here is to expect that in places with an enforced and comprehensive smoking ban, this proportion will be negligible, and so the question of whether indoor smoking is allowed isn't relevant locally. Note that this has an obvious sampling bias problem: OSM contributors are intuitively more likely to add smoking=* when its value is noteworthy. Also, there are places that are outdoors-only in which case smoking=yes does not imply indoor smoking.
  • the number of distinct StreetComplete users who have used the app to add smoking information to places, measured over a one year period. The heuristic here is to expect that more people use StreetComplete to add smoking information if it's a relevant information on the ground. The smoking quest is not enabled by default in StreetComplete so users need to explicitly opt in to start gathering this information. Also, this is a quest that often requires going inside buildings and possibly ask questions to staff if the smoking status isn't displayed clearly or obvious from the smell, so if contributors are adding this information I expect them to be rather motivated.
  • the same number, as a proportion of the overall number of StreetComplete users in the country over that period. This is intended to compensate for the differences in popularity of the app depending the region.
  • a quick online survey of the smoking legislation in the country, generally taken from Wikipedia's List of smoking bans or tobaccocontrollaws.org. This is rather difficult to exploit because information is often outdated or difficult to interpret. Legislation is not always reliably enforced and may not reflect the reality on the ground.
  • in some cases, the answer of a prominent StreetComplete contributor in that country to the question of whether this information is relevant in that country and whether the smoking quest would be worth enabling by default there

Considering all those indicators, I added a yes/no guess of whether the information is relevant in the country. Feel free to edit if you disagree!
