Updates to main page

We recently made some edits to United_States/Highway_classification to reflect how to deal with motorway/trunk corner case decisions and motorway islands. I'd suggest perhaps shrinking the top section of this page to link back to the main page and just keep the parts that are specific to New Mexico.
