Initial import of the PAHO/WHO dataset
Importing the PAHO/WHO dataset isn't a technical challenge. Work should ensure that the imported facilities do not collide with allready mapped health facilities in the OSM database.
The proposed approach is to import and ensure data quality chunk by chunk (see the list of chunks below).
Tasks for each chunk:
- Run this script to check whether there are already mapped hospitals and other health facilities in the neighborhood of health facilities identified by PAHO/WHO. Please note that the script queries XAPI, not the operational OSM database. Imported health facilities appear in XAPI only after a considerable delay (depending on the server between 5 and > 30 minutes).
- The output looks as follows:

- Focus on health facilities classified as MANUAL MERGE. It's likely that you have to merge them with already existing OSM objects. Apply the following rules.
- Health facilities classified as AUTOMATIC don't have to be checked invididually. Just upload them.
- Apply the following rules when merging:
- Mapped building have precedence over individual nodes. Keep already mapped buildings. Copy the PAHO/WHO tags from the imported node onto the way representing the building.
- Imported nodes have precedence. Copy tags from the existing node onto the imported node if necessary (i.e. if the tag sahana_id=* is present). Remove the already existing node for the health facility.
- Do not modify tags starting with health_facility:. The values of these tags will automatically be updated from the PAHO/WHO dataset in the future. Your edits will be lost.
- Commit the chunk and add the following tags to the changeset
- source=Health Facility List provided by PAHO/WHO
- task=http://wiki.openstreetmap.org/index.php?title=WikiProject_Haiti/Status/Hospitals
- Update the status of the chunk in the table below. Set it to Imported, followed by your username

Importing a chunk
In JOSM:
- File->Open Location
- Paste the URL for the raw data of a chunk, i.e. http://github.com/wonderchook/PAHO_to_OSM/raw/master/medical_facilities0.osm
- Click Download URL
- A new layer with the medical facilities in this chunk is created.
- Check each facility individually.
- If it doesn't exist yet, select it and select the menu File->Upload selection
- If it already exists, merge the tags (manually), select the target object, and run File->Upload selection

This is a summary of the number of PAHO/WHO health facilities being mapped in the OSM database. The numbers are based on the output of the XAPI query

Version 3
PAHO published the third version of the master list.
v3 has 198 new facilities with location information which are not yet mapped in OSM. We don't import them automatically because they are lumped together at similar positions. The accuracy of the location information is questionable.
1054 facilities have been updated using a batch job, see changeset 3882581.
Please note that the tagging now clearly distinguishes between tags defined in the Humanitarian Data Model and tags required for the PAHO import. The HDM is not yet mature and stable enough to be used for all attributes in the PAHO list.
PAHO specific tags start with the prefix paho:.
Plase note that the unique PAHO ID is now mapped to the tag paho:id=*. The formerly used tag health_facility:paho_id=* was removed during the import because it isn't defined in the HDM. Although id:uuid=* is part of HDM, it hasn't been used in the import because the section of about IDs in HDM needs discussion and is not yet mature enough.
Other PAHO specific tags are paho:damage=*, paho:commune=*, etc.

On 2010-02-27, PAHO published version 5 of the master list.
228 facilities have been updated in changeset 3987677. This is a minor update. It fixes problems with accented characters (partly caused by bug in the last import) and updates a few health facility types.

In v7 66 facilities have been removed, see the following table. Each of these facilities should be checked in the OSM database and removed manually.
