The "EHAK:code" key contains code for the classification of Estonian administrative units and settlements (Eesti haldus- ja asustusjaotuse klassifikaator).
EHAK code is a 4-digit number assigned to counties, municipalities, municipality districts and settlements in Estonia by the statistics office. Codes for counties begin with two zeros, codes for municipalities and municipality districts start with one zero. City that is a settlement and a municipality within the same border doesn't have a separate settlement code.
