This tag is most commonly used in the United Kingdom (73% of tagging instances).

The exact meaning of this tag is unclear. The approved meaning of the place=locality tag is for unpopulated locations, yet the addr:locality=* key is almost always associated with a building (97% of instances). The most commonly used values appear to be names of villages (which can be tagged in addresses as addr:village=* or addr:suburb=*) or names of civil parishes (which are not normally included in an address).

This key is not documented in addr:=* and is listed as a tag to avoid in the Addresses in the United Kingdom documentation. However, there is no complete consensus and it has been indicated that this tag may be needed in some instances.
