backup_generator=* indicates whether a feature has a backup generator so that normal service can be maintained even if the usual mains power is temporarily off.
There are objects in the database, which can have a backup generator. To indicate this feature you can use this tag. For example a restaurant may have a generator so that it can still serve meals and have lights on. This tag can also be used to indicate that a feature lacks a backup generator even though it might be expected. This tag is supposed to be added on existing elements.
How to map
backup_generator=* is used as additional tag for other elements.
