This tag was proposed to tag ways which are cyclable and are preferred by local cyclists while the official status may vary. Note that this tag is extremely subjective, to the point that makes it unverifiable in many cases.
Consider using more objective tags instead such as surface=*, highway=*, maxspeed=*, smoothness=*, trail_visibility=* combined with elevation data for routing.
