This tag is used for the number of individual steps at the entrance of a building.
It is preferably added to an existing node having entrance=*. Apps can use the number of steps to determine whether users in wheelchairs could easily reach a place.
If the entrance itself is not mapped, this tag may be used on the POI itself (node or building area/multipolygon).
Alternative tagging
Draw stairs with highway=steps and step_count=*. If this kind of detailed mapping is achieved, entrance:step_count=* should not be used.
