The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.
fhrs:rating had been used (But should not be used!) to give the actual hygiene rating values from the UK Food Hygiene Rating System external dataset.
As part of the discussion leading up to the UK 2016 Q4 Project: Food Hygiene Ratings, it was decided that transient data such as this should not be included as tags in OpenStreetMap for maintenance reasons, and also the fact that all the data can be found from the fhrs:id=* link.

Meaning of the tag
The hygiene rating values are a score from 0 to 5. It's the primary purpose of the FHRS database, but not the only useful data in there. We're using FHRS data primarily cross-checking the existence of food establishments (find ones which have not been mapped yet, or ones which have closed). We're also importing address fields, but not these actual hygiene ratings.
