The key green_roof=yes/no is mostly used with the value yes to indicate a roof which has a green roof. It can be used in conjunction with roof:material=*, particularly when it might not be possible to distinguish green roofs from other roofs using the same material, or it can be used standalone pending a choice of roof:material=*.
Green roofs may be constructed as an integral part of a building or placed on top of an existing roof. The range of plants used and the substrates used also vary. Additionally, none of these aspects are easy to determine from aerial imagery. Taken together this makes it quite hard to make a suitable choice using the standard roof:material=* for such roofs. green_roof=* is a simple way to provide basic information without having to make some arbitrary choices of roof material.
Various types of green roofs may be seen as roof:material=grass, roof:material=plants, roof:material=gravel (sedum roofs) or roof:material=roof_greening, but with the exception of the latter tag these may also refer to other kinds of roofs, such as turf roofs or gravel without any vegetation component. Therefore the tag may still be needed with a precise value for roof material.
