This tag is put on ways that should not be moved 4 meters eastward as a mistaken offset correction (see descriptive page in French).
The ways obtained from the Cadastre Français (before December 2009) were localized 4 meters westward from the real position.
When a way was created after December 2009 at the correct position, SebM added note:deplacer4mE=no to leave notice that the position should not be adjusted based on the offset.
