This feature has been labeled as deprecated. The recommended replacement is: fixme=* or note=* or description=*.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

Duplicate of note=* that also can hold multiple remarks.
Used by some instead of Key:note when it contains several notes.
Please check if the content is still relevant information.
Consider using note=* instead ("A note to yourself or to other mappers"), it is fine to put multiple notes there and will be far more likely to be supported.
Please also check if one of the following tags better suits the content:
- fixme=* - Description of a (possible) error or incompleteness in the map
- description=* - To provide additional information about the related element to the end map user.
- name=* - The primary tag used for naming an element.
- or another tag that might have been not known by the original mapper
Note that vast majority of uses of the "notes=*" tag comes from imports.
