This project aims at mapping and maintaining data on educational and training institutions (nursery, kindergarten, primary school, secondary school, vocational secondary school, technical school, dormitory, primary art school, etc.).

The primary key to this is the so-called "OM identifier" of the institutions, managed by the Educational Authority in the Public Education Information System (KIR). One institution may have several sites or premises to perform its duties. This key is the unique ID of these sites within KIR.

Each institution can be found on the EA Institution Finder page, by code or by settlement.

From June 2020, the vocational training centres belonging to another ministry are registered in the Vocational Training Information System (SZIR) instead.

Use

The ref:HU:kir_site key is a ten-digit number. The traditional structure was "1" + the OM code of the institution + the ordinal number of the site (i.e., "1" + ref:HU:om, without the slash). Unfortunately, this was later changed, so the newer sites have numbers assigned approximately continuously from 1999998000.

Unfortunately, the use of the term "site" is not uniform. Some institutions consider an area consisting of several buildings, several house numbers, as a single place. In others, the "old building", the "new building", the gym, the kitchen, the storage room, all on a single site, all interconnected and accessible internally, are given separate identifiers. And any combination of these.

The situation is further exacerbated when, for example, a school building is used for music, art or dance classes in the afternoons - as separate institutions, of course, as separate institution sites. Or the same school (including the teaching staff) has several identities: a traditional school and an adult education institution.

Life cycle

When an institution is reorganised, renamed, transferred, it is given a new OM code. The previous (and in the case of termination, the successor) institution codes are available from the EA Institution Finder to help tracking the changes.

Accordingly, to help identification on OSM, leave the values ref:HU:kir_site and ref:HU:om on a defunct/disused institution! It is possible that education will continue in the same building under a different name, which can then be easily identified with the predecessor by means of the key.

EA information

The Educational Authority registers all state-licensed educational institutions, regardless of whether they are maintained by the Hungarian state (XY Klebelsberg School Centre), a local government or a local government association, a church, a religious organisation, a foundation or a private enterprise.

You can also see the changes on the EA website, such as predecessors, successors and sites of activity that have ceased to exist. The same example shows that after the reorganisation, the address of Vezseny was entered differently, even though it is the same school.

It can also be seen that a library in the same building or a gymnasium at the same conscription number can be given a separate site of activity code. In OSM, we use the code of the 'regular' school in the main building.

It is important to note that the contact details (of the school or of the principal) shown here are not necessarily the same as the preferred contact details of the institution itself. We record the latter in OSM.
