This tag is mostly used for long distance Hiking route relations which are divided into several stages. There it can be used to indicate a reference number (and other stage specific data) for the stage.
How to map
It is suggested to map each stage as its own route relation, with name, from, to, ascent, descent, duration:forward etc. referring to the individual stage, and then combine the stage routes with a superroute relation into the whole route, which will get the attributes of the complete route.
Other use
There are also very few other instances of this tag on different types of objects, indicating for example the number of (performing) stages in a venue, but in as of 2/2023 these are only 55 objects in the world.
