This key describes the medium on the local loop side. For instance, a telephone exchange for xDSL won't have the fibre value, even though it may be connected to a backbone network with optical fibre.
Mixing technologies at the same place
As telecom networks are improving in many countries, fibre networks currently replace historic copper networks. You may thus find devices or sites dealing with both technologies.
It's not desirable to get buildings described with telecom:medium=copper;fibre since you surely merge two independant network component on the same osm feature.
In the situation where two exchanges or connection point are located in the same place, add two independant nodes to map them separately. Such nodes surely have different references and even different operators. This will ease data usage and make network description more understandable.
Such a rule is live at many operators operational teams and independant nodes can be mapped in the same building with different refs.
